Analysis on Features of National Institutional Arrangements of Korean Pursuant Technological Innovation Mode

韩国的科技创新经历了起步阶段、发展阶段和高科技发展阶段,呈现出政府发挥重要作用、企业是自主创新的主体、"官产学研"良性互动等特点,其追赶型科技创新模式中国家制度安排的特点是确立以实现经济跨越式发展为目标的科技创新战略;建立政府主导的集中的科技管理体制;建立以企业为主体的自主创新体系;建立高强度的研发投入体系和教育支撑体系。

The technological innovation of Korea has gone through the stage of start, development and high tech develop ment, presenting the following characteristics： the government plays an important role, the enterprise is the main body of independent innovation, the government industry university institute forms benign interaction, and so on. The fea tures of national institutional arrangements of its pursuant technological innovation mode are to establish the scientific and technological innovation strategy for the target to achieve economic leaped development; to establish a centralized govern ment guided science and technology management system; to establish an independent innovation system with enterprises as the main body ; to establish a high intensity of R ＆ D investment and education support system.
