摘要 为提高政府R&D投入绩效,提出基于组合分析的政府R&D投入绩效优化模型。考虑政府R&D投资项目目标和评估标准的异质性,建立模糊ANP模型对单个项目绩效进行评估;从整体的视角构建用于绩效优化的模糊多目标线性规划模型,并实现模型的求解;结合模型的构建及求解过程,讨论政府R&D投入绩效的优化方法。 To improve government - sponsored R&D investment' performance, the paper presents an optimization model of government - sponsored R&D performance based on portfolio analysis. Firstly, taking the heterogeneity of objectives and e- valuation criterion into account, a fuzzy analytic net process model is built to estimate every project' s performance; Then it develops a fuzzy multi - objective linear programming model to achieve performance optimization of R&D investment at a holistie level and realize the solving algorithm in light of the model' s characteristic ; Finally, some approaches of perform- ance optimization were discussed aecorrding to processes of mode' s development.
