大城市流动人口管理服务创新初探——以广州市为例

On Innovation of Transient Population Management in Metropolis

创新大城市流动人口管理服务,不仅是适应流动人口发展趋势的必然要求,也是加快政府职能转变、加强社会管理、维护社会和谐稳定的现实需要。近年来,广州市在创新城市流动人口管理服务方面进行了积极的探索,实施了流动人口积分入户制度、取消流动人口治安联防费等政策,取得了一定成效。但是,与实现科学发展和人民群众的期望相比,仍然存在着一些问题和不足,迫切需要进一步深化改革,不断提高流动人口管理服务水平。

The innovation of transient population in metropolis is not only the requirement of population growth but also the realistic demand of government transformation and social stability. In recent years, a positive exploration of transient population management has been performed and several achievements have been obtained in Guangzhou, China. However, certain problems still exist compared with sustainable growth and people＇s expectation. Therefore, further reform will be carried out to improve transient population management.
