美国湿地缓释银行对我国的借鉴与启示

美国建立的湿地缓释银行，是通过市场机制对湿地进行补偿的有效措施。经过近20年的实践，美国湿地面积减少得到有效控制，湿地环境明显改善，湿地功能得以有效发挥，重要的是通过湿地缓释银行，平衡了湿地开发者的义务与保护者的利益。美国在湿地补偿制度上的创新对我国湿地保护极具借鉴意义。文章在对美国湿地缓释银行介绍与分析的基础上，提出了我国在湿地补偿制度上的若干建议。

American Wetland Mitigation Bank is an effective measure for wetland compemationthroughmarket mechanism.Through implementation in the past 20 years, wetland degradation in USA was well controlled and its function was improved obviously.Furthermore, the wetland mitigation bankbalanced the obligation of wet-land developer and benefits of wetland protector.The innovation on wetland compensation system is significant for China＇ s wetland protection. This paper gives an introduction and analysis of American wetland mitigation bank, and then puts forward some policy suggests on China＇s wetland compensation system.
