摘要
目的了解新疆6个贫困县县医院人力资源配置状况及存在的问题,为促进6个贫困县县医院的卫生事业发展提供参考依据。方法通过问卷调查方法收集新疆6个贫困县县医院卫生人力资源资料,利用SPSS 13.0对数据进行录入分析,采用构成比进行统计描述,χ2检验进行统计推断。结果 6个贫困县县医院卫生技术人员占在岗人员数的86.53%;医护比分别为1.2∶1;卫生技术人员中35岁及以下人员所占的比例最大,为47.84%,本科以上学历比例为16.86%,职称结构以初级职称人员所占比例最高,为60.37%,高级∶中级∶初级职称比例为1∶3∶7,执业结构中执业(助理)医师所占比例为37.60%。结论贫困县县医院人员素质偏低,人员配置结构不合理。各地区政府应优先解决卫生人力合理配置问题,促进贫困县县医院的可持续发展。
Objectives To explore the status and the problems of the human resource allocation for health of six county hospitals in poor county of Xinjiang province, and to provide scientific reference for the development of the hospitals. Methods Questionnaire survey was carried out to collect the data of human resource allocation for health, Software of SPSS 13.0 was applied to analyze the data. Constituent ratio was used to describe the status. Chi square test was used for statistical inference. Results The proportion of health technicians was 86.53%. The ratio of doc- tors and nurses is 1.2 : 1. 47.84%of the health technicians were younger than 35 years old. Only 16.86% of the health technicians had bachelor degree. The health technicians with primary title accounted for 60.37 %. The ratio of senior title, intermediate title and primary title was 1 : 3 : 7. The licensed (assisting) practitioners accounted for 37.60% of the doctors. Conclusions The quality of the health personnel in the county hospitals is low, and the structure of the staffing is not rational. The government should solve the problems of health personnel staffing first- ly to promote the sustainable development of the county hospitals.
