洛阳工业园区土地集约利用评价与潜力测算研究

Research on the Land Intensive Utilization Evaluation and Potential Evaluation of Luoyang Industrial Park

为完成洛阳工业园区土地集约利用评价及潜力测算,选取了国土资源部采用的最能体现开发区土地集约利用的13个指标、9个子目标和3个目标,构建了开发区土地集约利用评价及潜力测算指标体系。采用特尔斐法确定的权重、理想值等要素进行了一系列计算得出,洛阳工业园区土地利用集约度综合分值为91.26分,扩展潜力为351.36 hm2,结构潜力为28.43 hm2,强度潜力为132.15 hm2,管理潜力为0 hm2。根据以上结果,建议洛阳工业园区走外延扩展和内涵挖潜发展之路,积极优化产业结构,不断提高园区节约集约利用程度。

Aimed at the land intensive utilization evaluation and potential estimation of Luoyang in- dustrial park, this paper selected intensive utilization indexes according to the set of Ministry of Land and Resources. It contained 13 indicators, 9 sub-goals and 3 goals. Then the land intensive utilization evaluation and potential estimation index systems were built. Method of Delphi was employed. The results showed the comprehensive score of Luoyang industrial park land intensive utilization degree is 91.26, the exterior potential is 351.36 hm2 , the structure potential is 28.43 hmz , strength potential is 132.15 hm2 and managerial potential is 0 hm2. Therefore, Luoyang industrial park should shift to a denotation expan- sion and connotation construction way and optimize the industrial structure. Then, constantly improving on saving and intensive land utilization degree of Luoyang industrial park will be probably realized.
