Insuffieience of HSE supervision manage- ment over contractors was analyzed. Second party all-- dit was then introduced as a complementary measure lo enforce contractors＇ self HSE management. The importance of second party audil was diseussed re- garding self management of contractor, self moliwt-tion, and cultivating long-term stralegic cooperators. The key points of seeond party audit were suggeslecl for different type of contractors.
