渭南市完善干部选拔任用制度问题调查与思考

摘要 用什么样的制度与机制选用干部,选拔任用什么人来当领导干部,这是关系党的干部队伍建设和国家兴衰成败的大事。渭南市近年来在积极推行差额选拔干部制度,提高干部选任质量;扎实推行"三推两考两票决"制度,规范干部选任程序;不断创新方式方法,完善竞争性选拔干部的制度机制;扎实推进干部交流,激发干部队伍活力等方面取得了显著成绩,但也存在诸多问题。为此应加强创新初始提名制度,完善干部考察评价制度,落实干部监督管理制度,细化竞争性选拔干部制度,坚持干部培养锻炼制度,深化干部交流轮岗制度,有效改进干部"下"的方法。 What kind of system and mechanism of selecting cadres, appointing leading cadres are related to success or failure and the construction of the Party cadres. In recent years, Weinan city has implemented the balance system in selecting cadres, improved quality of cadre appointment; in addition to implementing the "three on two test two vote" system, regulating cadre selection procedure; innovating methods, improving the system of competitive selection of cadres; promoting the exchange of cadres, which have made remarkable achievements to inspire cadres activities and so on, but there are also many problems. Therefore, we should strengthen the innovation of the initial nomination system, perfect the cadre appraisal system, the implementation of cadre supervision and management system, the system refines competitive selection of cadres, adhere to the cadre training system, deepen cadre exchange rotation system, improve cadre "method".
