摘要
欧盟《化学品注册、评估、许可和限制》法规是国际上最有影响力的化学品法规之一,同时也是纳米材料安全性监管的基础。在系统梳理REACH中有关纳米材料注册要求的条款之后,从注册的角度分析了法规对于纳米材料安全监管的不足之处,对如何通过必要的修订保证纳米材料被正确注册,且能为实施REACH框架下的有效监管提出建议。
The Regulation concerning the Registmlion, Evaluation, Authorization and Restriction of Chemicals （REACH） is one of the most impont chemical regulations, which constitutes a cornerstone for addressing safety risk in relation with nanomaterials. Based on the overview of the registration provisions for nanomaterials, the deficiencies on regulating nanomaterials are analyzed. Recommendations to ensure the nanomateriaJs be properly registered, and effectively regulated under the REACH framework are Dresented.
