摘要
技术标准创新对制造业具有重要影响。技术标准创新是"辽宁制造"向"辽宁创造"转变的必由之路。创新的重点内容包括观念创新、质量创新、模式创新和机制创新4个方面;基本思路是基于产业集群,以技术标准联盟为核心平台,以联盟标准的制定与推广为基本手段,打造区域集群技术创新系统。
Technical standard innovation has an important influence on manufacturing enterprise. Technical standard innovation is the only way that would change the ＂Liaoning manufacture＂ into the ＂Liaoning create＂. The key content （ff innovation includes conception innovation, quality innovation, model innovation and mechanism innovation. The basic thought is taking the industrial cluster as the foundation, making the technology standard alliance as the core platform, using the alliance standard formulation and extension as the basic means, establishing the regional cluster technology innovation system.
