地方规范在服务业标准管理体系中的作用探析——以云南省为例

地方服务业规范是在服务业领域的地方标准和企业标准之间再建立一级标准,在州市范围内实施。作为对现行标准管理体系的创新和补充,地方服务业规范解决了原来地方标准和企业标准都难以解决的问题:在体现不同区域特色的基础上承认了区域之间的差异,做到了"个性"和"规范"的有机统一;在充分发挥标准效力的同时又便于标准的实施。实践证明地方服务业规范在云南省服务业标准化工作中成效显著。
