随着我国市场经济的持续发展和对外开放程度的不断深入,知识产权作为一种激励和保护创新的制度安排,已经成为一个国家和地区发挥比较优势,提升核心竞争力的重要手段。党的十八大报告也提出要建设人民满意的服务型政府。因此,如何加快知识产权服务效能建设,成为各级知识产权管理机构必须深入思考的问题。本文结合陕西知识产权公共服务标准化试点案例,重点阐述国家各级知识产权管理机构如何通过标准化加快推进服务型政府建设。

With the continued development of China＇s market economy and the deepening of openness, intellectual property, as an incentive and institutional arrangements to protect innovation, has become an important means of exploiting comparative advantage and enhancing core competitiveness for a country or a region. Report of the 18th National Congress of PRC also proposed the construction of a service-oriented government that satisfy the people. Then, how to speed up the construction of intellectual property services performance, Tntellectual property management agencies at all levels must think deeply about the issues. This article demonstrates how to accelerate the construction of the service-oriented government for all levels of intellectual property management agencies, through the standardization of Shaanxi Intellectual Property services.
