Analysis on Problem in Emission Standard of Air Pollutants for Coal-burning, Oil-burning, and Gas-fired Boiler

GB 13271-2001《锅炉大气污染物排放标准》限值过宽,已不能满足污染防控的需要,以"建成使用"为标准实施时段划分的方法又为新标准实施造成困难,因此,应尽快全面修订GB 13271-2001,以环境影响评价批准的时间为时段划分的依据,进一步明确标准规范的对象、适用范围、燃料类型等,前瞻性地修订技术内容,论证烟囱高度和过量空气系数等技术要求。

The limit of GB13271-2001＂Emission standard of Air Pollutants for Coal-burning, Oil-burning, and Gas-fired Boiler＂ is too loose,and it couldn’t satisfy the needs of the pollution prevention and control. There are some difficulties in the implementation of the new standard by utilizing ＂built and used＂ to define the implementation time. GB13271-2001 should be revised as soon as possible, to use the approval time of the environmental impact assessment as the base of time division, to further specify the standards, such as object, applicable scope, fuel type, etc. The essay will advise the revision to the standard prospectively and prove the technical requirements about the height of chimney and excess air coefficient.
