欧洲是世界上城市化发展水平较高的地区,也是开展城市可持续发展研究较早的地区。近年来,欧洲城市可持续发展面临着人口下降、经济发展和竞争力威胁、社会两极分化不断加重和自然资源消耗不断增加等问题。欧盟于2010年制定了"欧洲2020战略"以推动欧洲实现智能、可持续和包容发展。城市在此战略中扮演重要角色,欧盟于2011年以综合的方式提出了欧洲城市可持续发展的愿景。为了实现欧洲城市的可持续发展,欧盟制定了大量城市可持续发展宏观政策,形成了支撑城市可持续发展的技术法规体系和标准体系,成效显著,值得借鉴。

The level of urbanization development in Europe is relative high around the world, in which the research on urban sustainable development carried out early. However in recent years, the problems of population decline, economic development and competitiveness threatened by emerging economies, unceasing social polarization, and the increasing consumption of natural resources etc. Are blocking the urban sustainable development of European. So, the the EU enacted ＂Europe strategy 2020＂ in 2010 to promote the smart, sustainable and inclusive development of Europe. The city plays an important role in this strategy, and the EU proposes the vision of urban sustainable development in Europe in 2011 with the comprehensive way. In order to achieving the goal of the urban sustainable development, EU has developed a large number of macroeconomic policies, forming the technology regulation system and standard system to support urban sustainable development with remarkable achievements, are made which is worth for learning from.
