我国核产业“走出去”应借国家之力

China's Nuclear Industry "Going Global" Assisted by National Policy

我国核产业"走出去"前景广阔,目前已基本具备条件和基础。但核产业相关技术和资源具有政治敏感性,且处于"走出去"初期,经验和教训相对欠缺。因此,建议行业主管部门牵头,联合其他包括能源、外交、商务、财政等部门,通过摸底调查和综合评估,未雨绸缪,尽快着手建立构建核产业"走出去"的综合政策支撑体系。借国家之力,加快"走出去"进程,提高成功率和降低风险。

China＇s nuclear industry ＂going global＂ has a broad prospect. Currently China has basically equipped with the conditions and foundations for them. But technology and resources related to the nuclear industry is very politically sensitive. And China is relatively short of experience and lessons＂ at the early stage of going global＂. Therefore, we recommend that the proposed industry department take a lead, and together with other energy, diplomacy, business, finance and other departments, plan ahead and proceed to establish as soon as possible the nuclear industry ＂going global＂ comprehensive policy support system by taking investigation and comprehensive assessment, so as to speed up the ＂going global＂ process, improve the success rate and reduce risk.
