页岩气开发中多方利益主体关系协调研究

A Research on Coordinating the Relationship of Multi-stakeholder in Shale Gas Development

近年来中国对页岩气开发的热情高涨,随着两轮页岩气探矿权招标的成功举行,越来越多的电力企业、民营企业和外资企业等纷纷进入到页岩气开发领域,打破了传统的油气利益格局。为进一步推进我国的页岩气开发进程,对开发中中央政府与地方政府、政府与企业、企业与群众、企业之间的利益关系进行了梳理,并提出一系列有针对性的政策建议,涵盖税费比例分成、扶持政策与价格政策、环境风险预防以及矿权重叠问题等多个方面。

China has been very enthusiastic about the development of shale gas in recent years. As the successful holding of two rounds of shale gas exploration right bidding, more and more electric power enterprises, private enterprises and foreign enterprises have participated in the development of shale gas, which has broken the traditional interests pattern of oil and gas. In order to further promote the development process of shale gas in our country, this paper analyzes the interest relationship between the central government and local governments, government and enterprises, enterprises and the public, and so on, and put forwards a series of targeted policy recommendations, covering the tax distribution, supporting policies and price policy, environmental risk prevention, the problem of mineral rights overlap, and so on.
