浅析我国农业科研院所条件建设与管理——以中国热带农业科学院环境与植物保护研究所为例 被引量:4

摘要 文章以中国热带农业科学院环境与植物保护研究所为例,总结了该所条件建设取得的成效,分析了条件建设与管理中存在的问题,并针对问题提出了对策,如加强组织领导,合理分工,明确责任;加强顶层设计,强化前期论证;完善制度,规范项目执行;共建共享,提升资产使用效益等,以期进一步加强我国农业科研院所条件建设。 Taking Agricultural Environment and Plant Protection Institute of Chinese Academy of Tropical Agricultural Sciences as an example,achievements of the condition construction were summarized in the paper.Problems in condition construction and management were analyzed.Countermeasures were proposed according to these problems,i.e.,strengthening the organization and leadership to make rational division of work and clear responsibility,strengthening top-level design and strengthen the expound and prove in the early stage,improving the system and standardizing the project execution,sharing the construction and usage to improve the using efficiency of assets.This was for further strengthening of condition construction in agricultural science research institutes in China.
