Strengthening the Construction of Agricultural Scientific Research Projects Library and Promoting the Development of Science and Technology Innovation of University

建设农业科研项目库在提升高校科技创新水平,促进转变科技发展方式,推动科技内涵式发展,提高社会服务能力等方面具有重要作用。文章分析了建设农业科研项目库的必要性和重要性,探讨了农业科研项目库建设的程序与要求、建设主体、管理考核机制和基本原则等,并提出了高度重视农业科研项目库建设工作、实行制度化和规范化管理、建立和完善激励机制、广泛深入征集开发项目、充分发挥农业科研项目库的导向作用等加强农业科研项目库建设的有效途径。

Construction of the library of agricultural scientific research projects in universities plays an important role to enhance the level of science and technology innovation, to promote changes of scientific and technological development mode, to promote the development of technological content, and to serve the local economic and social development. Necessity and importance of construction the library of agricultural scientific research projects was analyzed in the paper. Process and requirements of the construction, subjects of construction, mechanism of management and evaluation, basic principles were discussed. Effective ways for strengthening construction of the library of agricultural scientific research projects were pointed out, i.e., paying more attention to the construction, carrying out systematic and standard management, setting up and improving excitation mechanism, collecting research projects widely and deeply, giving full play of this library in orientation of studies, etc.
