摘要 城市社区物业发展面临诸多难题,其核心是业主与物业服务企业在缴费和服务上形成的不良反馈循环。双方一旦进入循环,就极难自行跳出,物业管理质量和社区和谐水平每况愈下。问题的根源在于现行物业管理制度的评价和监督效力薄弱,因此,建立"以评价促缴费,以缴费督服务,以服务赢评价"为核心的系列微观机制并嵌入现有制度中,不仅能有效破解物业管理不良反馈循环难题,而且为解决其他问题奠定基础,从而推进社区物业管理良性运行和健康发展。 The development of urban community faces a lot of problems, whose core is the negative feedback loop in the payment and service between the owners and property service enterprises. Once both sides fall into the circulation, they are unable to jump out..So the quality of property management and community harmony level turn worse. The root of this problem lies in the evaluation and supervision function of the current property management sys- tem is weak. therefore it should establish the microcosmic mechanism including "to promote the payment by evaluation, to supervise service by payment, to win evaluation by service", and embed in the existing system. This method can effectively break the adverse feedback loop, thus promote the property management to develop healthily.
