A Study of Poverty Alleviation through Industrialization in Three Regions in the South of Xinjiang

产业化扶贫是推进新疆南疆三地州实现脱贫致富的主要途径。本文认为南疆三地州产业发展滞后,对区域发展的支撑力度较弱。因此,要加快南疆三地州产业化扶贫,就要立足于区域特色优势资源,以脱贫、富民、生态为目标,大力发展就业容量大、具有地域文化特色的富民产业,如各色民族手工业、旅游及文化产业、餐饮业、纺织业、维吾尔医药等;加快发展依托自然资源的生态产业,如生态农业、生态旅游业和清洁能源产业;积极发展有助于增强区域经济实力和财力的强区产业,如矿产资源的开发和加工、冶金、建材、机械制造、生物技术和新材料等产业。同时制定和完善促进南疆三地州特色优势产业发展的政策措施,培育符合国家产业导向的新的产业增长点,以产业发展促进区域发展,以区域发展带动扶贫开发。

Speeding up the process of poverty alleviation through industrialization is the main way to get rid of poverty in three re- gions in the south Xinjiang, China. The Three regions lag behind others in the industrial development and have made small con- tribution to the regional development. To speed up poverty alleviation through industrialization, it is necessary to base on regional characteristics and advantages of resources, take getting rid of poverty, enriching the people, maintaining the ecological develop- ment as the goal, develop the industry of enriching the people with big employment capacity and regional cultural characteristics, develop ecological agriculture, ecological tourism and clean energy industry relying on natural resources, explore industries help- ful to enhance the regional economic and financial power, plan and improve measures to promote the development of competitive industries characteristic of three regions in the south of Xinjiang, China, foster new industrial growth point in line with national industrial orientation, take industrial development as the driving force to develop regional economy, thereby, speed up poverty al- leviation and promote development.
