从世界范围看,普及中小学教育的路途并不顺畅:公立学校未能充分满足人们对学校教育的需要,私立学校参差不齐的服务质量愈益引起人们的担忧。因此,公私合作伙伴关系(PPP)被视为摆脱这一僵局的有效途径,其经济和政治含义亦成为广泛争论的热点问题。赫希曼的"退出"和"呼吁"概念可用于界定PPP教育供给模式的经济和政治特征,这一概念化过程有助于破解市场和社会的作用对教育供给和教育质量产生的影响。
There arc many obstacles to the provision of universal primary and secondary education in the world. The failure of state schools to provide adequate schooling and the variation in the quality of education provided by non-state providers have become growing concerns. Thus, educational partnerships between the public and private sectors have been regarded as a way to solve the problem, although there has been considerable debate about the economic and political implications of these public private partnerships (PPPs). The Hirschmanian concepts of 'exit' and 'voice' can be used to define the economic and political dimensions of PPP models of provision. Such a conceptualization permits the examination of how the role of the market and community affect the access to and quality of education.
