新农村建设的直接领导主体是农村基层组织,要从带头人、领导班子、党员等方面加强基层组织建设,要建立并完善村民自治机制,为新农村建设提供政治保证。政府对直接参与建设的主体要全方位、多形式培养"有文化、懂技术、会经营"的新型农民,为新农村建设提供人力资源保障。而主体面对多种新农村建设的模式,只有解放思想才有出路,实事求是才有对路,科学和谐才有未来。只有建立追求"天人合一"和"无为而治"的生产生活方式,强调协调、和谐的农业文明,才有可能成为人类生存和发展的最优选择。

Direct leadership body of the new rural construction is grass - roots level rural organizations. It should strengthen the construction of grass - roots organization from the leaders, leadership, party members, etc. to establish and improve the mechanism of the villagers＇ autonomy, to provide political guarantee for the new rural construction. The government should cultivate the direct body involved in the construction, to make new farmers ＂ have knowledge, understand technology and management＂. This will provide human resource to safeguard for the new rural construction. And main body, in the face of a variety of new rural construction pattern, has a way out for bright future only with open mind and seeking truth from facts. Only by establishing the pursuit of ＂nature and humanity＂ and ＂ laissez -faire＂ production life style, emphasizing on coordination and harmony of the agricultural civilization, it is likely to be the optimal choice of human survival and development.
