香港地区资历架构对开放大学建设外部质量保证的启示

The Revelation of External Quality Assurance for Higher Education Construction Based on Qualifications Framework in Hong Kong

香港高等教育虽然发展的历史不长,但却因完善的内部质量保证体系和健全的外部质量评审机制引起外界关注,香港大学等高校在近些年始终处于世界著名大学排行榜的前列。进入二十一世纪后,随着知识经济的到来和终身教育理念的兴起,为了衔接主流教育、职业教育和终身教育,香港逐步建立了资历架构(Qualifica-tions Framework),并进一步制定了《能力标准说明》等支撑资历架构的文件。但更为重要的是在资历架构等文件背后的质量保证机制是保证资历架构成功的关键,正是包括香港学术与职业资历评审局在内的质量保证机构所实施的一系列外部质量评审,保证了资历架构的公信力。香港高等教育的质量保证虽然实行的是自我评审和外部评审并行的双轨制,但以资历架构为基础的外部质量保证机制正在起着越来越重要的作用,对其进行研究与借鉴,将会有力促进我国终身教育"立交桥"的建设,对开放大学建设的外部质量保证也会带来诸多启示。

Although the history of Higher education is not long, the universities in Hong Kong are in Top 200 thanks to sound in- ternal QA （Quality Assurance） system and external QA mechanism. In the 21 century, with the development of knowledge economy and lifelong learning, Hong Kong has established Qualifications Framework to articulate academic, vocational and continuing educa- tion, and made specification competence standard （SCS） to support the implementation of QF （Qualifications Framework）. It should be clarified that it is the QA systems behind the QF, especially the external quality audit conducted by Hong Kong Council for Accredi- tation of Academic and Vocational Qualifications （ HKCAAVQ）, which ensures the establishment of the QF. There are two modes, namely self- accrediting institutions and non - self- accrediting institutions are conducted QA in Hong Kong, but the role of external quality audit for Higher Education based on Qualifications Framework in Hong Kong will be more and more important. The further re- search on it will be beneficial and helpful for China＇s Flyovers construction.
