病死动物无害化处理监管的法律问题研究

病死动物的无害化处理是关系到生态环境保护、流行病防控、食品卫生安全等多方面的重要社会问题."黄埔江死猪事件"、福建漳州制售病死猪肉案、辽宁沈阳制售病死鸡案等事件频发,不得不引起对病死动物无害化处理监管的反思.从监管的法律规定出发,病死动物无害化处理监管在主体、内容以及法律责任方面都存在问题.病死动物无害化处理监管要落实责任人,加强部门之间的协调合作.对于监管不力的情形,要追究相关部门的责任,建立责任追究机制,同时,也要加强和完善病死动物无害化处理的配套设施、制度建设.
