The Rebuilding of Trust in Government

重建政府信任既是回应政府信任下降与信任危机的策略选择,也是主动构建政府与公民良好互动关系的核心内容。整体来看,政府信任既是公民基于信念的道德选择,也是基于理性的认知判断,并在公民与政府的交往过程中具体形塑。影响公民与政府信任关系的因素可以进一步区分为政府价值、治理结构、政府行为、政府能力、政府过程、政府绩效与交往关系七个方面。在一定意义上,政府信任的重建过程也是现代政府改革创新的过程,基于公民与政府信任关系的基础与影响要素,本文进一步提出了推动我国政府信任重建的基本策略。

Nowadays, the rebuilding of trust in government is not only a strategic choice to respond the decline of trust in gov-ernrnent and the trust crisis, but also the core of actively building the good relationship between government and the public. Overall, trust in government is a moral choice based on faith and a cognition judgment based on rationality, and is reconstructed in the contact process between the citizen and the government. The elements affecting the trust in government can be separated as the following seven factors., value, structure, behavior, capacity, process, perform-ance and contact. To a certain degree, the rebuilding of trust in government is also the process of reform and innova-tion of modern government. According to the basis and affecting factors of the trust relationship between the govern-ment and the public, the paper further puts forward the basic strategies of promoting the rebuilding of trust in govern-ment.
