成都市基本公共服务圈规划探索

EXPLORATION ON THE PLANNING OF FUNDAMENTAL PUBLIC SERVICE CIRCLE IN CHENGDU

保障和改善民生,建立健全基本公共服务体系,推进基本公共服务均等化是成都市十二五期间的重要任务。成都市首次提出了基本公共服务圈的概念,结合中心城基本公共服务圈规划,以基本公共服务圈为基础,优化现行的公共服务设施规划标准体系,以控制性详细规划为工作平台,进一步整合资源、优化布局,并进行动态调整和维护。

Ensuring and improving people＇s livelihood, establishing the comprehensive fundamental public service system, and promoting equal access to fundamental public services are all on the top agenda of Chengdu 12th Five-Year Plan. To this end, Chengdu municipal government proposes the concept of fundamental public service circle, and conducts the circle planning in the city center. Based on the fundamental public service circle, the government optimizes the current planning standard system of public service facilities, and by taking the detailed regulatory planning as the work platform, Chengdu further integrates resources, optimizes the layout, and conducts dynamic adjustment and maintenance.
