质检监管模式改革与发展的探讨

针对质检机构面临着行政改革、垂直管理体制改革等机遇和挑战,从政府监管、行业自律和社会治理三个方面探讨质检机构改革的思路和方法,提出集中政府优质资源的分级分类监管、行业发挥市场主导作用的自律管理、以质检机构离退休人员组成社会志愿者为特色的多方参与的社会治理等三种模式,为深入研究质检监管模式改革与发展提供参考。

Aiming at the opportunities and challenges that facing the quality inspection institutions,such as reform of administrative system and vertical management system,the paper discussed the ideas and methods of quality inspection institutional reform from three aspects,which were the government supervision,industry self-discipline and social governance.The three quality supervision models were explained.The first model is classification supervision which relies on centralized high-quality government resources.The second model,which plays the leading roles in market economy,is industrial self-discipline management.The third model is social governance which involves multi-party participation including volunteers' come from retirees of quality inspection institute.These three models will benefit further reform and development of supervision models in quality inspection field.
