对流动资金贷款需求量测算方法的探讨

Discussion on Measuring Method for Demand of Working Capital Loans

根据银监会《流动资金贷款管理暂行办法》的规定,贷款人开展流动资金贷款业务应合理测算借款人营运资金需求,并提出具体的测算参考方法。在实际操作中,由于测算方法运用的问题、客户自身所带来的测算困难及其他问题的存在,造成测算误差,降低了测算效果。在详细分析原因的基础上,提出通过规范测算方法、准确核实企业财务数据、加强贷前调查、准确界定测算要素等措施解决测算中的一系列问题,最后在分析论证的基础上提出具体的改进方法。

According to the related policy of CBRC （China Banking Regulatory Commission）, the lender should measure the working capital requirements reasonable to do the liquidity loans business and give the specific reference method for measurement. In the actual operations, there were many factors caus- ing the measurement error and reducing the effect of measurement, such as the problems of using of the measurement, measuring difficulties coming from the clients themselves and other existing problems. This paper first gave a detailed analysis on the causing for the problems, and then gave the solutions for the series problems during the measuring by several ways. At last the author put forward a specific im- provement at the base of analysis.
