生态文明建设要处理好人与自然、人与人、人与社会和谐共生及良性循环的关系,其核心价值是和谐,即人与自然的和谐、世界的和谐、社会和谐和人自身内心的和谐。陕北地区资源开发导致的生态环境问题日益严重,制约着人与自然、人与人的和谐。倡导生态价值理念,实现经济效益与生态效益的统一,修订现行《环境保护法》,颁布《生态环境补偿实施条例》,建立健全生态补偿的地方性法规,为陕北生态文明建设提供制度保障。
