中国文化产业投资基金运作现状与调整思路

Operating Status quo and Adjustment Direction of China's Cultural Industry Investment Funds

《文化产业振兴规划》提出促进国家文化产业发展的五项具体措施,其中设立中国文化产业投资基金是目前中央和地方政府促进文化产业发展的主要抓手。本文从文化产业的融资特征出发,在剖析中国文化产业基金创立与功能定位基础上,对中国文化产业投资基金运作现状进行了分析与评价,提出了进一步明确政府职能定位、完善文化产业投资基金运作体系建设、加快配套文化市场制度建设的调整思路。

The Plan on Reinvigoration of the Cultural Industry made five specific measures to promote the de- velopment of national cultural industry. Establishing a China cultural industry investment fund, as one of the five measures, is currently the main focal point of the central and local governments to promote the develop- ment of cultural industries. Based on the financing characteristics of cultural industries as well as the analysis of establishment and functional orientation of China＇s cultural industry investment fund, this article analyses and evaluates the operating of China~ cultural industry investment fund and proposes the adjustments of think- ing on clearing the orientation of government functions, further improving the operation system of cultural in- dustry investment fund and accelerating the construction of auxiliary system of the cultural market.
