摘要
新疆开放通商、传教后,与英俄两国交涉愈加频繁,发生的案件与纠纷层出不穷。棘手的涉外案件和英俄领事的无理要求对晚清的新疆官员来说是个难题。稳定为先、不开边衅是清廷与边吏的共识,与此同时,也要尽可能地挽回国家主权、维护司法公正。饶应祺较好地把握住了平衡点,坚持"酌理准情、和平商办""虑远防微、不激不随",避免了在其抚新期间的外交冲突,洵属不易。
After the several ports of Xinjiang were forced to be open, the negotiation with Britain and Russia became more frequent so that the disputes emerged in endlessly. It is a big trouble for the government official in Xinjiang to deal with complicated foreign affairs and irrational requests from the foreign consuls. Keeping stable is the consensus between the government and the officials. Meanwhile, it is necessary to protect the sovereignty of the Qing Dynasty as well as the justice, Rao Yingqi was able to keep balance between the two principles mentioned above and pay attention to the interests of the whole from start to finish so that the conflicts in foreign affairs were sure to be avoided during this period in Xinjiang.
