阐述了转变经济发展方式的内涵和现阶段我国转变经济发展方式的目标:提高生产效率,调整产业结构,区域协调发展,增进社会福利。利用技术创新对转变经济发展方式的作用机理构建了面向转变经济发展方式的创新体系。指出了该创新体系的发展策略:培育中小企业技术创新主体,发展新兴产业;以技术创新带动产业结构调整,提升国际产业链地位;强化区域创新发展战略,提高政府组织管理效率。
