中国跨省经济区科技创新能力评价与政策设计 被引量:8

Evaluation on the S&T Innovation Ability and Policy Design in Trans-province Economic Zones

摘要 近年来,中国跨省经济区快速发展。本文对除中原经济区外的7个跨省经济区科技创新能力进行了评价,揭示了各经济区科技创新能力分异产生的原因。结果显示,7大经济区中,东部科技创新能力总体处在前列,西部关中-天水经济区综合创新能力虽处较高水平但科技创新实现力因子却排在第5位。西部经济区创新能力低的原因,主要与区内企业没成为创新主体、产学研长效合作机制没建立等紧密联系。最后提出了提升科技创新能力的措施。 The 8 big trans-province economic zones have been planned and constructed,including the Yangtze river delta economic zone,the pearl river delta economic zone,the Beijing-Tianjin-Hebei economic zone,the westbank channel economic zone,the Chengdu Chongqing economic zone,the Guanzhong-Tianshui economic zone,the Beibu gulf economic zone and the central plains economic zone.In this paper,the science technology innovation ability of the 7 big trans-province economic zones is evaluated in addition to the central plains economic zone,and the differentiation cause of the science and technology innovation ability of the different economic zone is revealed.The analyzing conclusion shows that the comprehensive innovation ability of the western economic zone is ranked the second in 7 big economic zones.But with regard to the internal factors,the factor of the innovation realizing force rows in the sixth among the 7 big economic zones.The main reasons are that the enterprises don't still become the subject of independent innovation.And the close long term cooperation mechanism among the universities,enterprises and institutions is not built.Finally,some measures improving the ability of the economic zone are put forward diligently.
