资助与管理视角下的中美科学基金信息公开实践评价——面向NSF与NSFC门户网站的比较研究

Evaluation on Information Disclosure Practices of Sino-America Science Foundation from the Prospective of Funding and Management——A Comparative Research on Portal Websites of NSF and NSFC

以科学基金项目资助与组织管理为研究视角,通过对中美两大科学基金机构NSF与NSFC门户网站信息公开实践进行比较与评价,从而归纳和总结目前NSF与NSFC的信息公开实践状况。结果表明:NSF信息公开实践的总得分要高于NSFC;NSF同时兼顾项目资助与组织管理两方面的信息公开,而NSFC则倾向于更多地公开项目资助方面的有关信息;NSF与NSFC除了在信息公开内容维度上存在显著差异以外,在其他几个维度上均不存在显著差异,这也反映出NSFC信息公开的实践状况较好。根据上述分析,提出了科学基金信息公开实践的政策建议以供相关机构及其人员参阅。

From the prospective of project funding and organizational management for the science foundation, this paper makes a compari- son and evaluation on the information disclosure practices of the portal websites of two science foundations respectively in China and Amer- ica - NSF and NSFC, and summarizes the current status of the information disclosure practices of NSF and NSFC. The results show that： the total score for information disclosure practice of NSF is higher than that of NSFC; NSF balances the information disclosure for both project funding and organizational management, while NSFC is more inclined to disclose information about project funding; except for the significant difference in content dimension of the information disclosure for NSF and NSFC, there is no remarkable difference in other di- mensions, which also reflects that the practice situation of information disclosure for NSFC is in good state. Based on the above analysis, relevant suggestions about information disclosure of science foundations are given for the science funding organizations and staffs to refer to.
