我国联盟标准化治理模式的理论与实证研究——基于政府的视角

Theoretical and Empirical Research on Alliance Standardization Governance Model in China——Based on the Perspective of the Government

根据政府参与联盟标准化的程度不同,将政府的标准化治理模式分为高介入型治理模式和低介入型治理模式。从管理型政府角色定位、服务型政府角色定位、产业政策、行业技术确定性、市场竞争性、产业地位、联盟对行业发展的影响等7个方面因素对联盟标准化治理模式的影响进行了实证检验。实证结果表明,管理型政府、产业地位以及联盟对行业影响与高介入型治理模式正相关,服务型政府、行业技术确定性、市场竞争性与低介入型治理模式正相关。

In according to the level of government involving alliance standardization, we divide it into a high- intervention- type government governance model and a low- intervention- type government governance model. The paper empirically tests the influence on alliance standardization government model from the aspects of management- orientated government, service - orientated government, in- dustrial policy, industrial technical determinacy, market competition, industrial strategic position, the influence ~ alliance on industrial development. The result indicates that management- orientated government, industrial strategic position and the influence of alliance on industrial development have positive correlation with high- intervention- type govermnent governance model, service- orientated govern- ment, industrial technical determinacy and market competition have positive correlation with low- intervention - type government gover- nance model.
