In 1990, the research institute of the United Nations brought up the concept of “Intellectual economy”which bears special connotation in different fields as resource allocation, pillar industry, social consumption and etc. The“Intellectual economy”itself possesses the characteristics of development sustainability, investment invisibility and intellectual decision-making in economy. When we are marching into the 21 st century, it is an important question needs studying on the strategy to be adopted in promoting the development of intellectaal economy, concerning the present international competitiveness of our country.
