探索村级协同共治 创新乡村社会管理——来自广东云浮的实践与探索

The Establishment of Three-level Council of Civilian-issueself-management and the Founding of a New Network of Countryside Community Administration——The Practice and Probe of Yunan County,Guangdong

近年,广东云浮市2011年通过试点探索村民协同共治机制将乡村社会管理引向深处,创新了乡村社会管理新网络。积极建设全省农村改革发展试验区的行动引起了农村社会管理创新学者的广泛关注。课题是在回顾我国乡村社会管理思想的历史传承和理念创新的基础上,以云浮市探索村民自主、民事民治、共谋发展的乡村自治组织的探索实践与借鉴启示为切入点,探讨其加强和创新乡村社会管理的相关对策,以期为加强和创新广东农村基层社会管理提供了有益的参考。

Recently, Yunan County has attracted great interest of scholars countrywide as an experiment area of countryside reform and development. In 2011, Yunan County established a new pattern of countryside community organization---team, village and township three-level council, and built up a new network management pattern of ＂the interaction between government and civilians＂. This paper recalls the historical successive changes and theory creation of China＇ s countryside community administration by taking Yunan County as an example for their establishment of three-level council, and their probes and relevant policies of enhancing and creating countryside community administration in the idea of providing a valuable and beneficial experience for the grass-root community management of Guangdong Province.
