The Financial Support of Transformational Development of Modern Marine Industry in China

海洋产业迎来转型升级的快速发展良机,金融发展也为此奠定了资金基础。金融创新理论、信贷配给理论和融资约束理论等金融发展理论揭示,融资政策支持是打破金融抑制并建立现代海洋产业多元融资体系的重要途径。海洋产业融资沿用以银行信贷为特点的单一融资模式,信贷配给使得作为金融市场内部如商业银行等传统融资渠道很难对海洋产业的投资收益与风险进行评估从而满足其融资需求。在政府投入的引导下,发展民间投资、产业链金融、债券融资、产业基金和和风险担保,发挥各种资金来源渠道缓解融资约束的作用,促进现代海洋产业的转型升级。

Marine industry faces the opportunity of rapid transformational development in China,and financial development has provided a capital basis for it.Financial development theories such as financial innovation theory,credit rationing theory and financial constraints theory reveal that financial policy support is an important way to break financial restraint and build up multiple financial model of modern marine industry.Because credit rationing makes it difficult for financial market such as commercial banks to evaluate the investment benefit and risk of marine industry,now single financial model whose characteristic is bank credit cannot meet the need of development.Under the guidance of government investment,private capital,industrial chain finance,bond financing,and industrial fund and insurance should be developed and all kinds of fund channel should be utilized to relieve financial constraint in order to promote transformational development of modern marine industry.
