基于DEA模型的山东省公共服务财政效率评价研究

The Evaluation of the Financial Efficiency of the Public Services in Shandong Province Based on DEA Model

DEA方法是评价财政效率的一种比较合理的方法。以基本公共服务均等化为考量标准,财力不足、财政资金没有得到有效配置、转移性支出难以在短期内消除地区间的发展差异、公共服务支出比重偏低等影响山东省公共服务的有效供给。因此,提高财政资金的配置效率、深化一般性转移支付制度的改革、提高公共服务支出比重是当前山东省提高公共服务财政效率的必然选择。

DEA method is a reasonable way to evaluate financial efficiency. Using basic public service equalization as the appraisal standard, the authors find that the effective supply of public services in Shan- dong Province is influenced by lack of financial resources, ineffective allocation of financial capital, the dif- ficulty that transfer expenditure eliminates the difference of development between regions in a short time, and relatively low proportion of public services. Therefore, it is inevitable to increase allocation efficiency of financial funds, deepen the reform of the system of general transfer payments, and raise proportion of public services in order to improve financial efficiency of public services in Shandong Province.
