我国住房保障政策实施的政府绩效评估研究

Government Performance Evaluation Research in Housing Security Policy Implementation in China

由于在住房保障领域相关政府绩效评估指标与评估标准的不完善甚至缺失,监督管理机制的不到位,导致当前住房保障工作建设滞缓。本文通过对住房保障领域相关政府绩效评估的研究和思考,开发设计了一套包括5项一级指标,16项二级指标和44项三级指标在内的住房保障政策实施的政府绩效评估体系,并对指标的权重赋值和计算方法进行了研究,以期增强政府的责任意识,为住房保障政策的顺利实施提供可靠保障。

Since government performance evaluation indicators and evaluation criteria are imperfect in housing security, supervision and management mechanism are not available, there appear slow housing se- curity construction work. This article developed a set of government performance evaluation system in housing security policy implementation, including 5 first-level indicators, 16 second-level indicators, and 44 third-level indicators by studying and reflecting on the government related performance evaluation in this field, and then this article studied the weight assignment of index and calculation method, expecting to enhance the government＇s sense of responsibility and to provide reliable guarantee for the smooth imple- mentation of housing policy.
