明清以来江淮分水岭地区环境整治情况及对策

The Study on Jiang Huai Watershed Area Environmental Remediation and Contermeasures since the Ming and Qing Dynasties

发展现代农业,促进农民增收,推进社会主义新农村建设不仅是全国也是安徽乃至江淮分水岭地区面临的新形势、新任务。探究江淮分水岭地区环境整治史,分时段考察明清以来相关政府政策导向、统治者思路以及在治水、垦荒、发展农业等方面的环境整治历史形貌,提出相应的对策,为现代环境治理提供借鉴。

The development of modern agriculture and increasing the income of farmers together with promoting the construction of a new socialist countryside not only is a national policy but also means new circumstances and tasks faced by Anhui and even Jianghuai Watershed Area. This thesis explores the history of environmental remediation in Jianghuai Watershed Area and investigates related govern- ment policy guidances, ideas of rulers as well as the historical morphology of environmental remediation in terms of water--control, land reclamation and the development of agriculture since the Ming and Qing dynasties according to different periods. The author also proposes relevant countermeasures so as to provide some references for the contemporary environmental improvement.
