摘要
责任政府行政契约以追究行政官员岗位责任的有效落实为目标。文章在对责任政府行政契约进行理论定位的前提下,探讨行政契约的类型及其规制问题,并针对行政契约中的选拔制度和聘任制度的创新与再造展开一定层面的研究,力图为责任政府的有效建构探寻新的维度与思路。
The executive contract of an accountable government is focusing on the personal responsibility of the civil servant or the official, and at the same time it relates to the legitimacy of the execution. At this contractual lev-el, we give some basic definitions of the executive contract, and trace some relevant theory bases, and set up some system arrangements to make a contractual government fulfill its functions effectively.
