当地时间2013年5月6日，美国参议院以69票赞成、27票反对通过了《2013市场公平法案》（The Marketplace Fairness Act of 2013）。该法案允许美国各州政府对通过互联网进行的购物活动征收销售税，征税产品范围不仅包括网上购买的实物商品，也包括下载电子书、音乐、电影、软件等数字产品。目前，这份法案已被提交至众议院表决，若法案最终得到通过，网购免税将在美国成为历史。
The US Senate passed The Marketplace Fairness Act of 2013 by a vote of 69 to 27 on May 6th 2013,which allows states to collect sales tax for Internet purchases.According to the bill,not only physical goods purchased online,but also digital ones downloaded online including electronic books,music,movies and software,could be taxed.If it gets the approval of the House of Representatives,tax-free online shopping will become a thing of past.In China,tax on online purchasing may have more significant impact on small and medium enterprises and C2C sellers than B2C e-commerce websites.It is suggested that those businesses improve their quality of service instead of fight for price advantage.After all,consumers will place more importance to service not just saving money.
