英国高等教育质量保障体系及其核心机制——兼议对中国高等教育质量评估的启示

随着教育观念的变化,从1919年开始,英国先后设立了大学拨款委员会、全国学位授予委员会、学术审计单位、教学质量评估委员会、高等教育质量保障署等政府或非政府机构,形成了一个完整的高等教育质量保障体系及其运行机制,其核心机制包括两个方面:在内部质量保障方面,大学在确保学术自治的传统下,建立了自我调节评估和校外监察员制度,重视学生的评估参与度;基于统一的高等教育资格标准和科研能力评估建立了外部质量保障机制。对于中国高等教育质量评估而言,应该借鉴英国高等教育质量保障的经验,进一步完善评估指标、形成健康的评估生态、建立中立的评估组织。

The article aims to introduce the historical development process of the higher education quality assurance system in British. The operating characteristics is not only a system to give some advice to the quality of China＇s higher education, but also direct against our country＇ s higher education teaching assessment at the present stage with the many issues for reforms.
