抚谕使是设立于南宋建炎元年的临时差遣。靖康之难后,金军撤退,京城人心未定,抚谕使最初的职责是安抚京城官员和百姓。但之后,随着时间及实际需要,其职责范围逐渐扩大,在军事、监察等方面都有所表现。同时,抚谕使并非随意授予,是经过皇帝与百官遴选出来的,对担任抚谕使的人有一定的官阶要求。
