In Qing Dynasty,the local constable system further strengthened governmental control over the bottom society.Local constables always played an irreplaceable role in the administration and maintenance of the basic level society and functioned as a medium between officials and the folk.A document shows that the responsibilities of the local constable are as following： to accept case reports,to investigate cases,to report to superiors,to cooperate in investigation,to act as cross-examiners.
