On Optimization Research and Practice of Internal Governance Structure of Newly Established Universities

大学内部治理结构的实质是大学决策权力的制度安排问题。新建本科院校应结合自身实际,从核心理念、权力体系、组织架构、运行机制等四个层面去优化内部治理结构。作为一所新建本科院校,重庆文理学院通过近10年的探索和实践,建立了独具特色的大学内部治理结构:即确立办学新理念,形成独特的质量管理文化;完善内部治理结构的运行机制;实行大部制与学院制;建立了以院为主体的二级管理体制。

The internal governance structure of the university is the essence of institutional arrangements problems about university decision-making powers.Newly established Universities should be combined with their own reality,from the core concept,power system,organizational structure,operational mechanism of four levels to optimize the internal governance structure.As a newly established university,through nearly 10 years of exploration and practice,Chorgqing University of Arts and Sciences established a unique internal governance structure： the new idea of establishing school,a unique quality management culture;perfect operation mechanisms of the internal governance structure;implement big department system and the college system;established two management system as the main body of the college.
