摘要
国际社会在劳资收入分配方面秉承基本人权观念,创设了税收调节、社会福利保障、工资保障、劳工参与等制度。解决我国劳资分配领域资本与劳动要素不均衡、劳资收入差距巨大、政府角色错位、现代劳工制度缺失、社保制度不完善等问题,应构建现代劳动三权制度,规范行政权力运行,强化工会经济功能,完善社会保障制度。
International community, following the basic concepts of human rights, has set up certain labor income distribution systems including tax adjustment, social welfare and security, wage protection, and labor participation. In our country, there exist several problems in the labor income distribution system like the imbalance between capital and labor elements, broad income gap, dislocated govemment role, lack of modern labor system and imperfect social security system. For the solution of the problems, it is necessary to construct modern three labor rights, standardize the functioning of administrative power, strengthen the economical role of labor union and perfect the social security system.
