The column " International Bioethicists" of this issue will introduce Professor Reidar Lie, university of Bergen in Norway. This column consists of three parts : the first is his resume. His current interests include ethical issues in international collaborative research and health care sector reform in developing countries. The second part is the Chinese version of his representative paper titled as " Disease Surveillance, Benefit and Sample Sharing". In this paper he examined the controversy within the WHO to establish a framework for pandemic influenza preparedness. The controversy was over what benefits those who contributed samples could expect in return, in particular in terms of access to pandemic vaccines. Agreement was reached in 2011, although the underlying controversial issues remain unresolved. In the third part, he answered questions concerning the relationship between bioethics and philosophy of science, the normative nature of bioethics and the requirement of bioethieists of understanding the actual issues in clinical and research practices.
