摘要
新一轮的部队体制编制调整后,陆军师以下部队实现"后装合并",将会在指挥效能、保障资源、保障力量、业务关系等方面更加优化。要实现后装保障优势的叠加,对组织领导、工作统筹、运行机制、人员素质等方面提出了新要求。由于后装分体运行多年,在合并初期,保障指挥效能、队伍能力素质、机关工作运行、指导协调机制等方面还存在问题,要在统筹统合、统抓统建、统保统供、统管统训等方面下工夫。
After the new military system and organization adjustment, armed forces achieve to be combined logistics with equipment in army below division. Profound changes are optimized of command efficiency, support resources, support forces and business relations. If support advantage stack is achieved of combined logistics with equipment, new requirements are requested about organizational leadership, work co-coordinator, operation mechanism and personnel quality ability. Because of con- currency support between logistics and equipment for many years, there are some problems in support command efficiency, forces quality ability, organ operation and guidance coordination mechanism at initial stage, we must put in time and energy on overall design & identity, overall management construction and overall support supply.
